Renewing a boat's patente and AMP fees in Panama

You renew a Panamanian patente de navegación and radio licence with the Autoridad Marítima de Panamá (AMP) before they expire. Pleasure craft renew every two years; other vessels hold regular documents for up to five. To renew, the boat must be paz y salvo, owing no AMP fees or taxes, and its technical and safety certificates must be current.

How long each document lasts

DocumentTermSource
Provisional patente and radio licenceUp to 6 months, plus one extension of up to 6 monthsLey 57, Arts. 23 to 24
Regular patente and radio licenceUp to 5 years; the AMP's registry page says 4 for international serviceLey 57, Art. 26; AMP DGMM
Pleasure craft patente and radio licence2 yearsLey 57, Art. 98
Interior-service safety certificateUp to 5 years, endorsed after an annual inspection2021 cabotage law, Arts. 4 and 9

The DGMM can set shorter terms for particular boats, so the date printed on your document is the one that counts. If you are unsure whether you hold a patente or a licencia de navegación, see registering a boat with the AMP.

What renewal requires

Article 29 of Ley 57 sets two conditions for renewing patentes and radio licences:

  • The vessel is paz y salvo with its obligations to Panama, meaning no unpaid annual fees, taxes or fines.
  • Its technical documents are in force. For an interior-service boat, that means the safety certificate is endorsed after the annual inspection.

If anything about the boat has changed, such as a new engine, a new length after a refit, a new owner or a new radio, Article 30 requires you to apply for a new patente or radio licence that shows the real particulars. Bring evidence of the change. For a new owner, see transferring ownership.

Annual AMP fees and taxes

Registered vessels pay recurring charges to the AMP, which Ley 57 refers to as annual taxes and fees (impuestos y tasas anuales). Paying them is what keeps the boat paz y salvo. The amounts depend on the service, the vessel's tonnage and its category. The AMP's service pages we opened do not publish a small-craft tariff, so confirm the current fee with the AMP at the DGMM or the finance window before you renew.

Commercial boats add an annual fee for their operating licence and inspection charges; see AMP commercial vessel licensing. For the yearly budget as a whole, see boat taxes in Panama.

Where and how to renew

Interior-service owners can file in person, without a lawyer, at the DGMM in Diablo Heights or another authorised AMP office. The AMP also renews documents on regional tours. On its late-2024 Bocas del Toro tour it processed 40 renewals of navigation licences and permits, plus extensions of patentes and radio station licences. International-service yachts renew through their Panamanian lawyer.

A law-firm summary (Kraemer & Kraemer) advises filing a pleasure yacht's renewal at least 30 days before expiry. Start earlier if the boat's annual inspection is also due. Under the 2021 cabotage law, an inspection request goes in at least 15 calendar days before the certificate expires.

What to bring to the window

The AMP does not publish a renewal checklist for small craft that we could find. In practice, bring:

  • The current patente or licencia de navegación and the radio licence, as originals.
  • Your cédula or passport, or for a company owner a recent Registro Público certificate and a power of attorney for whoever files. See owning through a corporation.
  • The current safety certificate or inspection report, if your boat has one.
  • Receipts for the last fees paid, in case the system does not show the boat as paz y salvo.
  • Evidence of any change since the last document, such as an engine invoice or a radio equipment list.

Bring a photocopy of each item as well. If something is missing, the person at the window can usually tell you on the spot, which saves a second trip to Diablo Heights.

If the patente has already expired

Sailing on expired documents exposes you to sanctions at a SENAN or AMP check, and a port captain may refuse a zarpe. Ley 57 lets the DGMM fine owners for infractions without a specific penalty. Under Article 49, it can cancel the registration if a patente goes unrenewed for five years after expiry, unless you can justify the delay. If you find an expired document, do not wait for the next tour. Renew late rather than never: settle any arrears to become paz y salvo again, then file.

A reform of Ley 57, presented to the Asamblea in February 2024, would give patentes no expiry date, according to TVN. Until it passes, renew on the date on your document.

Your practical starting checklist

  1. Note the expiry dates of the patente, the radio licence and the safety certificate.
  2. Book the annual inspection at least 15 days before the safety certificate expires.
  3. Settle any outstanding AMP fees so the boat is paz y salvo.
  4. File the renewal at the DGMM or an authorised AMP office about a month before expiry.
  5. Declare any changes to the boat, owner or radio equipment so the new documents match.
  6. Keep the new originals aboard and a scan ashore.
