A boat in Panama City costs you a marina slip, AMP registration and licence fees, insurance, frequent bottom cleaning, fuel at a state-regulated price, maintenance in a hot wet climate and, if you want it, crew. Slips and insurance are the big fixed numbers; fuel and maintenance scale with how much you use the boat. Below is each category with what can be sourced today and a worksheet with 'confirm' marked wherever a number is yours to fill in.
Marina slip: the biggest fixed cost
Four marinas sit within reach of the city and one an hour west; none publishes a full monthly rate card. What is public:
- La Playita de Amador listed US$80 per night with a 40 ft minimum in early 2025, high season late December to April, and charges 5 cents per gallon for water. Monthly rates are quoted on request.
- Flamenco Marina has over 260 slips to about 200 ft and a reputation as the expensive option. Rates by quote.
- Ocean Reef Marina at Punta Pacífica offers slips for rent and for sale to 60 m and is attached to a residential yacht club; rates by quote.
- Club de Yates y Pesca on Avenida Balboa is a members' club; membership and dock fees are not public.
- Vista Mar Marina in San Carlos, with more than 100 floating slips, a yard and a trailer service; rates by quote.
Ask for the monthly rate per foot, what power and water add, any minimum length and dry-season increases. Expect a deposit and a slip agreement; the Florida slip agreement guide covers the clauses to read. The marinas and storage guide compares all five and the trailer and dry options that cut this line to near zero.
AMP registration, licences and the paper clock
The Autoridad Marítima de Panamá (AMP) charges for registering the boat and for the documents the people aboard must hold.
- Vessel registration. Fees are set by the AMP's Junta Directiva under the Ley General de Marina Mercante (Ley 57 de 2008). For a yacht, the patente de navegación and radio licence run two years (Art. 98), so budget a renewal every other year. Confirm current amounts with the Dirección General de Marina Mercante; a small boat registered for servicio interior costs far less than a formally flagged yacht.
- Operator licence. Whoever drives a boat in national waters needs an AMP licence from the Dirección General de Gente de Mar. Press coverage of the 2025 issuance drive put the fee at US$10 for Panamanians and US$160 for foreigners, plus US$8 in fiscal stamps, a medical certificate and, for the operador de lancha category, a drug test. Confirm the current schedule with the AMP before you apply.
- Fishing. If you fish, the Autoridad de los Recursos Acuáticos de Panamá (ARAP) issues the sport-fishing licence; confirm the current fee with ARAP.
Insurance in a no-hurricane market
Panama sits south of the hurricane belt, which is why insurance here is often cheaper than Florida for the same hull. Local insurers write hull and liability for boats based in Panama; international underwriters cover larger yachts and anything crossing to the Caribbean. Premiums follow hull value, use, navigation area and the survey report. Lightning is the common Pacific-side claim; ask how electronics are covered. Paying passengers need a commercial policy at a very different price. The Florida guide on recreational vs charter insurance explains the distinction; the agencies differ, the logic does not.
Bottom cleaning, haul-outs and the climate
Bahía de Panamá water runs 27–30 °C all year, which grows weed and barnacles fast. Boats that sit in a slip get a diver every three to six weeks, less often if the boat moves regularly. Price it per clean with a local diver. Antifouling is a yearly or near-yearly job, which means a haul-out at Flamenco, Balboa Yacht Club or Vista Mar; get a quote for lift, blocking per day and relaunch, and note that Flamenco hauls on high water only, so yard days are set by the tide.
Beyond the bottom, the rainy season (May to November) costs you bilge pumps, canvas, UV-damaged plastics and mould; zincs go faster in warm water and engine services come sooner. The Florida maintenance schedule gives a usable framework; shorten the intervals here.
Fuel: a regulated price that changes every 14 days
Panama sets maximum retail fuel prices by region every 14 days through the Secretaría Nacional de Energía (SNE). For the period 24 July to 7 August 2026 the SNE's published maximums for Panamá and Colón provinces were B/.1.257 per litre for 95-octane gasoline and B/.1.271 per litre for ultra-low-sulphur diesel (roughly US$4.76 and US$4.81 per US gallon; the balboa trades 1:1 with the dollar). Check energia.gob.pa for the current fortnight. Marina fuel docks at Flamenco, La Playita and Ocean Reef sell diesel and gasoline; ask whether the dock price carries a premium over the regulated pump price.
Your real fuel line is burn rate times hours: a Taboga day is about 8 nm each way, a Las Perlas run 35–40 nm. The ramps and fuel docks guide lists where to fill up.
Crew, taxes and the worksheet
Crew. Many owners here keep a part-time captain or a marinero who washes down, runs the engines and meets the diver. If you hire anyone regularly you are an employer under the Código de Trabajo: written contract, Caja de Seguro Social (CSS) contributions and the décimo tercer mes bonus paid in three parts each year. The crew hiring guide covers it.
Taxes. There is no annual property tax on a private boat. The tax events are at purchase (import duty and 7% ITBMS where they apply) plus the fees above; a Panamanian company that owns the boat pays its own annual tax and resident agent.

The Florida ownership cost calculator does the arithmetic once you have the quotes.
Your practical starting checklist
- Get monthly slip quotes in writing from at least two marinas, including power, water and dry-season changes.
- Confirm current AMP registration and operator licence fees with the Dirección General de Marina Mercante and Gente de Mar.
- Request insurance quotes from one local and one international underwriter with the survey report attached.
- Price a diver per clean and a yard per haul-out, and decide your cleaning interval.
- Check the SNE fuel price for the current fortnight and multiply by your engine's real burn.
- If you will employ crew, add CSS and décimo tercer mes to the salary before deciding.
- Fill the worksheet and review it every dry season when rates change.
Frequently asked questions
Is it cheaper to own a boat in Panama City than in Miami?
Insurance and labour are usually cheaper (no hurricanes, lower wages); Amador slips and imported parts are not. The total usually lands below Miami, but by less than newcomers hope.
Who sets fuel prices in Panama?
The Secretaría Nacional de Energía publishes maximum retail prices by region every 14 days. Marina fuel docks may price differently from road stations, so ask at the dock.
Do I pay an annual boat tax in Panama?
Not a property tax on the boat itself. You pay AMP registration and licence fees on their cycles, and taxes at purchase or import. A company that owns the boat pays its own annual tax.
How often does a boat need its bottom cleaned in Panama City?
Every three to six weeks for a boat that sits in a slip, because the water is warm all year; boats used weekly can stretch that.
