In Panama the Autoridad Marítima de Panamá (AMP) licenses everyone who drives a boat for a living, through its Dirección General de Gente de Mar (DGGM). The AMP's national-waters licences run from marinero and operador de lancha (small launch operator, up to about 12 m) through patrón grades to full commercial tickets, each needing a medical certificate, photos, fiscal stamps and, for operators, a negative drug test. Fees differ sharply for Panamanians and foreigners. A USCG, RYA or other foreign licence proves experience but does not by itself let you work a Panamanian-flagged commercial boat; recognition and endorsement go through the DGGM.
The three questions: what licence do I need to drive a charter boat in Panama, is my American or British licence valid here, and where are the jobs. The licence depends on the boat's size and class; a Panama City day-charter captain typically holds an operador or patrón grade. Foreign licences help you get hired but expect to sit the AMP process. Jobs cluster in Panama City charters, deliveries, private yachts, sportfishing in Chiriquí and canal line-handling.
This collection will cover becoming a licensed captain in Panama, the recreational operator licence, Panama captain licence types and limits, courses and schools, sea time, medical and paperwork, using a foreign licence in Panama, STCW basic training in Panama, captain jobs, and verifying a captain's licence. If you hold or want a USCG ticket, the Florida captains sub-hub is the twin: OUPV versus Master, sea service and the US application.
